I explained that people needed a way to report misconduct without going through the sheriff's office.<\/p>\n
They needed access to their records.<\/p>\n
They needed clear procedures for arrests.<\/p>\n
They needed medical care in the jail.<\/p>\n
And they needed to know that complaints would be investigated.<\/p>\n
The sheriff listened.<\/p>\n
Then he asked whether I would speak at a public meeting.<\/p>\n
I agreed.<\/p>\n

"I'm asking you to give us a chance to prove that this department can be trusted."<\/p>\n
Nobody applauded.<\/p>\n
Nobody stood.<\/p>\n
But people listened.<\/p>\n
After the meeting, a woman approached the sheriff.<\/p>\n
She was holding a folder.<\/p>\n
She asked whether she could file a complaint about an arrest that had happened two years earlier.<\/p>\n
The sheriff nodded.<\/p>\n
"Yes."<\/p>\n
She looked uncertain.<\/p>\n
"Will I get in trouble?"<\/p>\n
He shook his head.<\/p>\n
"No."<\/p>\n
She handed him the folder.<\/p>\n
He accepted it.<\/p>\n
Then he asked her to sit down.<\/p>\n
I watched them.<\/p>\n
The woman opened the folder.<\/p>\n
