Not the page about rent payments or maintenance emergencies. I opened the full document and read every section concerning nuisance, waste disposal, property damage, and tenant responsibility.

I had signed that lease eleven years earlier.

I had never needed most of it.

That night, I needed it.

The language was dry, almost painfully so. But beneath the formal wording was something important: tenants were responsible for conduct that caused damage or unreasonable interference with another resident's use of their apartment.

There was also a section dealing with balconies.

Waste could not be disposed of from them.

I read that sentence three times.

Then I opened the building management website.

The complaint procedure was buried under several menus. It was not designed to be found quickly.

I found it anyway.

Written complaints.

Supporting evidence.

Dates and times.

Prior attempts to resolve the matter directly.

Formal review after repeated incidents.

I leaned back in my chair.

I had spent years working in records management for a law firm before retiring. My former coworkers used to joke that I could turn a grocery receipt into a properly indexed file.

They weren't entirely wrong.

Documentation does not require anger.

That is one of the things I learned early in my career.

Anger tells you something matters.

Documentation tells someone else why it matters.

So I started with the photographs.

I searched through my phone.

The first image was from December, showing the stained towel.

The second showed a tea bag sitting beside the balcony drain.

The third was the one from the morning it landed in the basil pot.

Then I found another.

And another.

Seven photographs altogether.

Not enough to prove every single incident, but enough to establish a pattern.

I wrote down what I remembered.

November.

December.

January.

Approximate times when I wasn't certain.

Exact times when I was.

I refused to exaggerate.

That mattered to me.

I wasn't trying to make Daniel look worse than he was.

He was already responsible for what he had done.

There was no reason to decorate the facts.

I opened a blank document.

The complaint took three pages.

I began with my address and apartment number.

Then I described the first incident.

Then the conversation in which Daniel acknowledged that the tea bags were his.

Then the continued incidents.

Then the damage.

Then our second conversation.

I quoted his words as accurately as I could remember them.

I didn't write that he was cruel.

I didn't write that he was disrespectful.

I didn't write that he was a terrible neighbor.

Those were judgments.

Instead, I wrote what happened.

He told me I was lucky the objects were tea bags.

He told me that things fell from balconies.

He closed the door.

The facts were enough.

At the bottom, I wrote that I was requesting management assistance because direct communication had failed.

I attached the photographs.

Then I stared at the submit button.

For a moment, I hesitated.

Not because I doubted the complaint.

Because I knew what submitting it would mean.

After that, Daniel couldn't tell himself this was still a private misunderstanding.

It would become a building matter.

There would be a record.

There would be a reference number.

There would be someone other than me who knew what was happening.

I clicked submit.

The confirmation appeared immediately.

Complaint received.

I closed the laptop.

Then I did something I hadn't planned.

I set my alarm for 6:40 the next morning.

I wanted one more piece of evidence.

Not because I needed to prove to myself what Daniel was doing.

I already knew.

I wanted to know whether he would continue after the formal complaint had been submitted.

At 6:48, I was sitting outside.

The morning was bitterly cold.

I wore my heavy coat and wrapped both hands around my mug.

The city below was beginning to wake.

A delivery truck stopped at the corner.

A bus sighed at the curb.

Someone in the building across the street opened a window and immediately closed it again.

Above me, nothing happened.

I waited.

6:55.

7:00.

7:04.

Then I heard the sliding door upstairs.

My shoulders tightened.

Daniel stepped onto his balcony.

I could not see his face clearly from below.

He was holding a mug.

I looked at my phone.

7:06.

His arm moved.

Something dropped.

It landed near the same flowerpot that had been hit before.

I picked up my phone.

I recorded the balcony.

Then the tea bag.

Then the balcony above.

I kept the recording short.

There was no need for theatrics.

When it ended, I went inside.

I uploaded it to the existing complaint.

Less than a minute later, the supplemental evidence was attached.

Then I went about my morning.

That was the strangest part.

Once I had stopped arguing with Daniel, the situation became almost boring.

There was no shouting.

No pounding on doors.

No confrontation in the hallway.

There was simply a complaint moving through a system designed to handle exactly this kind of behavior.

Two days later, management acknowledged the evidence.

Three days after that, I received a message stating that the matter had been reviewed.

A formal notice had been sent to apartment 4B.

I read the message twice.

Then I put my phone down.

The next morning, no tea bag appeared.

Neither did one the morning after that.

By the fourth morning, I realized I was waiting for something that wasn't coming.

I sat on my balcony with my coffee and listened to the building.

Nothing.

It was ridiculous how peaceful it felt.

No wet paper.

No stain.

No little brown object sitting among my plants.

I laughed quietly to myself.

Then I stopped.

Because part of me had expected Daniel to retaliate.

He had seemed too confident before.

I didn't trust the sudden silence.

But a week passed.

Then another.

Still nothing.

I began to relax.

Then, on a Thursday afternoon, I opened my mailbox and found a folded piece of paper inside.

There was no envelope.

Only 3B written on the outside.

The handwriting was Daniel's.

I recognized it from the package slips he had signed when collecting deliveries.

I unfolded the paper.

You could have just talked to me.

I read the sentence again.

Below it was another line.

I would have stopped.

Then:

You didn't need to involve management.

I stood in the hallway holding the note.

For a moment, I felt the old anger return.

Not the sharp anger from the second conversation.

Something quieter.

More disappointed.

I carried the note upstairs.

At my kitchen table, I placed it beside my coffee.

I considered ignoring it.

That would have been easy.

But ignoring people and resolving things are not the same.

So I took out a sheet of paper.

I did talk to you, I wrote.

Twice.

The first time, you apologized and said you would stop.

You didn't.

The second time, you told me I was lucky it was only tea bags and closed the door.

I stopped there.

Then I added:

The management complaint was not the first step. It was the step I took after the first one failed.

I looked at the page.

It sounded firm.

Not hostile.

I continued.

The tea bags have stopped, which is what I wanted.

I hope they stay stopped.

I folded the note and put it into an envelope.

The next morning, I placed it in his mailbox.

I didn't knock.

I didn't want another confrontation.

That evening, I saw Daniel in the lobby.

He was standing near the mailboxes.

He noticed me.

For a second, I expected him to say something.

Instead, he nodded.

I nodded back.

Then he walked toward the elevator.

The doors opened.

He stepped inside.

Just before they closed, he looked at me.

"Margaret."

I raised my eyebrows.

"Thank you for answering."

Then the doors shut.

I stood there wondering what exactly he meant.

I didn't have to wonder for long.

Two days later, Mrs. Okafor from apartment 2C knocked on my door.

She was holding a reusable grocery bag.

"Do you have a minute?"

"Of course."

She came inside.

We talked about ordinary things first.

The weather.

Her cat.

The broken light in the laundry room.

Then she mentioned Daniel.

"He helped me with my groceries."

I looked at her.

"Daniel?"

She smiled.

"Yes. Three trips."

"That's unusually ambitious."

She laughed.

"He insisted."

I poured her tea.

She accepted it.

"He looks tired," she said.

I didn't answer.

"He told me his mother is very sick."

I felt my hands stop moving.

"His mother?"

"She lives nearby. That's why he moved here."

I sat down.

Mrs. Okafor looked uncomfortable.

"I don't want to gossip."

"I know."

"He didn't tell me much. Only that things are difficult."

I thought about Daniel standing on his balcony at seven in the morning.

His careless gesture.

His irritation.

His face when I mentioned the towel.

I had seen arrogance.

I had not seen exhaustion.

Or perhaps I had seen it and interpreted it differently.

Mrs. Okafor finished her tea.

"He asked me if you were angry with him."

I looked up.

"What did you say?"

"I told him I didn't know."

She smiled gently.

"Then I told him you were probably disappointed."

That word stayed with me after she left.

Disappointed.

Not furious.

Not vindictive.

Disappointed.

That evening, I stood on my balcony.

Apartment 4B was dark.

I wondered about the man upstairs.

Then I wondered whether understanding why someone behaves badly changes what they owe the people they affect.

I knew the answer.

It doesn't.

But perhaps understanding changes what you do next.

The following morning, I heard the balcony door above mine open.

I looked up.

Daniel stepped outside.

He stood there for several seconds.

Then he looked over the railing.

Our eyes met.

He didn't throw anything.

Instead, he raised his mug slightly.

I lifted mine.

Neither of us smiled.

Not yet.

But something had shifted.

And I had a feeling the tea bags had never really been the whole story.

Click here to continue reading: PART 3: The Man Who Had Once Dismissed My Complaints Finally Knocked on My Door, and He Was No Longer Smiling

The first thing I did was read my lease.
